Randye K. Rabb, President/Broker
Randye Rabb is the President, Owner, and Designated Broker of Tierra Right of Way Services. She has more than 25 years of experience in the Right of Way and Real Estate field.
Randye has excelled at every level of the Right of Way and Real Estate profession. She has managed, directed, and overseen numerous major Public Fund and Utility projects in Arizona, New Mexico, Colorado, California, and Washington.
Since founding Tierra Right of Way Services as a right of way acquisition company in 1989, Randye has developed Tierra into one of the most respected turn-key Land Services firms in the western U.S. Under Randye's leadership, Tierra has successfully completed projects in 30 states and Mexico, and has developed a reputation for quality and professionalism nationwide.
Randye is a recognized expert in acquisition and relocation assistance in accordance with the Uniform Act and real estate law and a licensed real estate broker in Arizona and Washington.

Mack Dickerson, GRI, Vice President/Associate Broker
Mack Dickerson is a Tucson native with 20+ years of real estate experience. Having grown up in the property management field, working on and managing rental properties for his father, Mack learned valuable negotiation and managing skills. Graduating from the University of Arizona in 1986 with a degree in Business Administration, he then attended law school for a year. Mack turned his attention to the sale of businesses in 1987, where he brokered businesses thru 1989. He then returned to property management until 1992.
In 1992, Mack started with Tierra and helped create the real estate sales division. In 1993, he became the first million-dollar producer for the company. In 1994, he became a multi-million dollar producer and also began training new agents to the company. Promoted to Sales Manager in 1996, Mack was consistent in his real estate production. In 1997, he was honored by Chicago Title by being inducted into their “Gold Key Club” and recognized as one of the local top producers, an honor which he held through 1999. In 1999, Mack earned the professional designation of Graduate, Realtor Institute (GRI) for his extensive training in the real estate sales industry.
Due to his strong negotiation skills and desire to work with people, Mack began working in the right of way division of Tierra in 2000. This brought new challenges and opportunities, which allowed him to hone his skills even further.
In 2002, Mack was promoted to Project Manager for Tierra, managing all Southern Arizona right of way projects. He also serves as Manager for the real estate sales division to this day. Because of his management duties, Mack does not spend time prospecting for new clients. He maintains a steady flow of referral business from past clients who he has served, which keeps him active in the real estate sales industry.
Mack has extensive knowledge in the intricacies of real estate transactions, easements, investment properties and development.

Cal Pepper, Phoenix Office Manager
Cal Pepper has more than 25 years experience in right of way acquisition and relocation assistance in connection with state and federally funded highway projects in a variety of positions with Arizona Department of Transportation. Cal has held the positions of Right of Way Agent I, II, III & IV at ADOT. From 1980 through 1995 he served as R/W Manager of the Property Management Section, Relocation Services Section, Acquisition Services Section, Plans Section and Appraisal Section. He was promoted to Deputy Chief Right of Way Agent in 1995, a position he held until his retirement in 1999. He has experience with all phases of acquisition and business and residential relocation assistance. He is an expert in Uniform Act Compliance and eminent domain law.
As Deputy Chief Right of Way Agent, Mr. Pepper regularly acted on behalf of the Chief Right of Way Agent, directing a staff of over 100 FTEs and consultants, directing and coordinating the entire ADOT Right of Way function, administrative service, personnel and training, and budget and fiscal functions.
After taking early retirement from ADOT in 2000, Cal joined Tierra’s Scottsdale office team as a Senior Acquisition and Relocation Agent. He has been Tierra’s most successful and productive agent, completing some of the most difficult acquisition and relocation assistance projects undertaken by the company. Cal was promoted to Manager of our Scottsdale office operations in December 2004.

Mike Lowry

- Mike is an '83 graduate of the University of Arizona & former airman based at Davis-Monthan AFB and Thailand.
- His primary focus is resale single-family homes and custom home development.
Mike switched to sales after 15+ years in surveying and civil engineering. He spent some time as an underground copper miner at San Manuel. He has a private pilot's license and belongs to AOPA and the Northern Pima County Chamber of Commerce.
Mike believes in providing personal, loyal professional service and strives to ensure a thoroughly informed client has the necessary facts to make the best decision for themselves in buying and selling real estate. Edgar Granillo

Edgar, a native Tucsonan, attended Pima College. He worked for Brush Wellman Engineering Materials Tucson plant as production manager for ten years, followed by fifteen years as a hair salon manager. He graduated from the Hogan School of Real Estate in real estate sales. Edgar states, "My service, experience and dedication provides motivated sellers and buyers with a clear marketing advantage. I know that the only way to succeed in real estate is to provide more service than you can get anywhere else. You will get that kind of service when you work with me!"

Before becoming a realty agent, Harry was a partner of Valley Transportation & Warehousing CO. After 20 years, Harry sold his partnership and became an agent. Harry has spent 30 years as an associate business broker. Harry says he joined Tierra because of the owners, who he says are "hardworking and honest and who employ good people who have similar goals". Harry would love to continue to provide real estate services to the greater Tucson area for years to come. |

Noreen O'Shea

Noreen grew up in Chicago, the daughter of Irish immigrants. Real estate offered her family an opportunity to generate money through property improvement. Working on homes helped Noreen cultivate a sharp sense for evaluating real estate.
For fifteen years she ran a company that acquired real estate to house special needs patients. Her skills as a negotiator grew during those years. More recently, as a realtor she has represented clients whose own houses had special needs. She has arranged renovations for clients to help them maximize the sale value of their homes.
